The application was filed on February 19. This is the ninth case that Ukraine has submitted to the ECHR against Russia.
According to the Ukrainian side, “targeted killings of alleged Russian opponents take place in the Russian Federation and other countries, including member states of the Council of Europe, outside situations of armed conflict,” the ECtHR said in a statement.
“The Russian side is pursuing administrative practices, the essence of which is not to investigate murder operations, as well as to deliberately organize concealment operations aimed at counteracting attempts to find the perpetrators.”
In these cases, there is a violation of Article 2 of the European Convention on Human Rights, which protects the right to life, the Ukrainian government points out in its claim.
The ECtHR does not provide further information on possible killings.
Other Ukrainian claims to the ECtHR include the shooting down of a Malaysian passenger plane over Russian-backed militant-controlled Donbass in 2014, human rights abuses in the occupied Crimea and the seizure of three Ukrainian warships in the Kerch Strait in 2018.
