The strategic concept is being prepared taking into account “Russia’s strategic competition and growing Chinese military capabilities”. NATO’s “double lane” basic policy towards Russia’s “aggressive actions” will be strengthened. On the agenda are Russia’s annexation of Crimea, its presence in Eastern Ukraine, its efforts to increase its influence over Eastern Europe, its situation in Syria and the Eastern Mediterranean, cyber attacks against Europe and the USA. “Measure, sanction and deterrence” policies will be strengthened.
There is a privilege for China in NATO’s new concept. China is not a direct military threat to NATO. It also offers opportunities with its economy. It is seen as important that Chinese companies gain weight in the communication infrastructure of the west during the period of cyber security. Issues such as the spread of economic investments as political power in the Balkans, the Middle East and Africa will be closely monitored.
France’s claim to “establish a European army” for a while is also a matter of debate in the alliance. One of the main goals of the reforms is that the member states affirm NATO as the ‘basic institution’ in Euro-Atlantic security and strengthen this ‘basic institution’. The principle of “unanimity” will be preserved in NATO decisions, but “alleviation” of this principle will also be discussed, especially in EU relations. This could mean ‘making it harder for member states to exercise their veto right’.
