Andrei Spinu, the general secretary of the presidential administration, has been juggling several companies for years, including from offshore areas. Directly or indirectly, its name is linked to jurisdictions such as Cyprus, Hong Kong, Delaware and Belize.
Moreover, when he was Deputy Minister of Youth and Sports, Spinu was also incompatible in office. It happened at the intersection of 2015-2016, when, in parallel, he managed the activity of a company from Hong Kong which, in recent years, brought him about 8 million lei, he transmits to Rise.md.
Meanwhile, Spinu’s Hong Kong company will become OneTwoStart LTD, a name under which it appears in his wealth declarations. From it, Spinu received, in the period 2017-2019, the most consistent income – over 8 million lei.
Andrei SPÎNU: There is money that I received as dividends from the translation business. […] Now [firma] he doesn’t deal with anything. It is in the liquidation phase, because there is no point in dealing with anything, as long as everything is moved to the UK.
Namely on the income from Hong Kong and puts, for the most part, Andrei Spinu, the house of 215 square meters in Chisinau that he bought, in 2018, with 393,500 euros, ie 7.6 million lei. He did not pay all the money at once, and will pay it in installments until the end of last year.
Andrei SPÎNU: If you follow the statements [de avere] which I did, you will see that there is enough income to cover this amount. And when you pick up the 2020 statement, you’ll see that most of the house was paid in 2020.
Asked to comment, from the position of Secretary General of the presidential administration, what should be the attitude of the state towards the use by businessmen from the Republic of Moldova of known jurisdictions and as tax havens, Andrei Spinu had a firm position.
Andrei SPÎNU: The state must fight offshore. In particular, if offshoring means contracts with the state, participation in public procurement, participation in certain sectors sensitive to state security, such as the banking system, the insurance system, the media. […] I think this is extremely harmful to the country and we must fight this.
As for the income obtained from abroad, it is important that the information reaches the Tax Office, says Spinu.
Andrei SPÎNU: I don’t think it’s fair that the income obtained, regardless of the area from which it is obtained – offshore, non-offshore, because even in non-offshore you can hide certain income, not be declared and no tax is paid there where is the tax residence of those who do those businesses. Which I considered that, regardless of where or in what jurisdiction will be the company I own, to declare all income to the Tax Inspectorate of the Republic of Moldova.
Immediately after the Rise investigation, Andrei Spinu came up with a comment on his Facebook page:

I started, together with my partners, everything from scratch. I repeat what I said in other comments, throughout this period I managed to make a business without corruption schemes, without contracts with the state, without hidden interests in the Republic of Moldova and paying all taxes. We worked honestly and honestly with the team to create a business model that would last over time.
Currently, this business model also creates jobs in Moldova (over 130 employees) and pays millions of lei in payments to the state budget (over 10 million in 2020).
