In his speech to the Conference on Disarmament sponsored by the United Nations in Geneva, German Foreign Minister Heiko Maas indicated today (Monday, February 22, 2021) that the US President Joe Biden’s administration is ready to re-join the Iranian nuclear agreement, adding, “It is in Iran’s interest to change course now. Before the agreement was damaged beyond repair. ” Maas said Germany expects “full compliance, full transparency and full cooperation” from Iran with the International Atomic Energy Agency, whose head, Rafael Grossi, returned Sunday from a trip to Tehran.

In a related context, Maas called for new measures to be taken against biological weapons in light of the devastating consequences of the Corona pandemic. “The Corona pandemic showed the extent of our vulnerability to the virus,” the German foreign minister said, adding that biological weapons could be more dangerous. Maas stressed the need to “review the Biological Weapons Convention in order to face new threats and keep pace with the rapid advances in biotechnology and science.”

In view of the technological change, the minister also called for thinking newly about arms control, explaining that autonomous weapons systems with artificial intelligence that can operate without human control pose a serious threat to human rights. “If we want to maintain security in the 21st century, we have to deal with these risks. It is time to put in place the necessary regulations – on the basis of international law and through multilateral cooperation,” he said.

In recent years, the Conference on Disarmament has discussed weapons systems that operate without human intervention. Many countries, including the United States and Russia, have so far blocked efforts to reach a new disarmament treaty. Germany, along with other countries, proposed a code of rules stipulating that all existing and future weapons systems must be subject to human control. Such a code may not be binding under international law.
