Many forum participants criticized Moscow for wanting to undermine Western democracies and using cyberspace.
Merkel stated that there is no progress in the implementation of the Minsk agreements. Several participants, including Biden, reiterated their claims of Ukraine’s territorial integrity.

And even German Chancellor Angela Merkel, who will step down this year, praised Biden very moderately for his decision to abandon the withdrawal of 12,000 American troops from Europe, saying: “Our interests will not always coincide.”
It appears to have been a hint of Berlin’s ambivalence towards a confrontation with China, which is a major market for German cars and other high-quality products from Germany, as well as an ongoing dispute with the United States over the construction of the Nord Stream 2 gas pipeline from Russia.
