In order to provide support to the unemployed who do not receive unemployment benefits and who need to develop or maintain work skills, the State Employment Agency (SEA) in cooperation with local governments implements the measure “Paid temporary public works”. The SEA informs the SEA that this employment measure is of special importance in the territories of local governments where entrepreneurship is poorly developed and there is a lack of vacancies.

By participating in the event “Paid temporary public works”, the unemployed perform social work in the territory of their municipality and receive a scholarship of 200 euros per month, working 5 days a week for 6 hours a day. If the unemployed person has not performed paid temporary public works on all the days provided for in the relevant month, the compensation is paid in proportion to the days on which the unemployed person participated in the event.
Mandatory state social insurance contributions for pension insurance are made for the unemployed involved in paid temporary public works, as well as the unemployed are insured against accidents at the temporary workplace. The SEA also pays local governments for the purchase of personal protective equipment to prevent the risk of Covid-19 infection – up to 50 euros per participant involved in the event.
In 2020, 8091 unemployed (unique persons) had started participating in the measure “Paid temporary public works” in the country as a whole. Traditionally, the largest number of unemployed people involved in the event was in Latgale, where the unemployment rate is the highest in the country. In 2020, 4864 unemployed or 60.1% of the total number of unemployed involved in the measure had started paid temporary public works in Latgale region. The SEA points out that after participating in paid temporary public works, 550 unemployed people found a job in 2020, including 306 unemployed people from Latgale region.
In the first half of 2021, it is planned to create 3386 paid temporary public work places, ensuring the creation of all applied temporary public work places for all local governments involved in the implementation of the measure.
