IAEA chief in Iran: controls continue for the time being

The inspectors of the International Atomic Energy Agency can now continue to monitor Iran’s nuclear facilities. Both sides had agreed on this, said IAEA Director General Grossi. But the deal is on time.

For the time being, the International Atomic Energy Agency (IAEA) can continue controls on the Iranian nuclear program. This was announced by IAEA chief Rafael Grossi after a meeting in Tehran with the local atomic energy authority. The director general traveled to Iran after the country announced this week that it would only allow inspectors to enter the nuclear facilities on its terms.

“We have a reasonable result,” said Grossi. However, the inspectors would not have the same access as before. But he still assumes that they can do their job. They are supposed to verify whether the Iranian nuclear program is only being used for civil purposes as agreed. The technical agreement is initially valid for three months, said Grossi. He hoped a more comprehensive agreement could be reached by then.

No access to video material

The Iranian Foreign Minister Mohammad Jawad Sarif had previously announced that his country would deny the IAEA access to the recordings of their cameras in the nuclear facilities. The chief diplomat relied on a law approved by the Iranian parliament in December that restricts IAEA inspections in the facilities. “We are of course obliged by law not to give the tapes from these cameras to the IAEA. In the past they did it automatically. But now it is clear that they will no longer receive the material as long as the US does not fully meet its obligations “said Sarif.

The new guideline will come into force if the European signatories of the 2015 nuclear deal with Tehran failed to lift the sanctions against the Iranian oil and banking sector by February 23.

The meeting between Sarif and Grossi shows that the IAEA chief is also on a diplomatic mission, says Tehran political scientist Ali Bigdel: “Mr Grossi is not a diplomat, but he has news from the European Union, Germany, Great Britain, France and Iran the US. His other job is to delay Iran’s withdrawal from the Additional Protocol to give Biden a chance to please the opposition in Congress as well. ”

Severe economic crisis

The background to this is the conflict over the Vienna nuclear deal with Iran from 2015. The agreement between Iran and the USA, Germany, France, Great Britain, Russia and China should prevent the construction of a nuclear weapon, and in return the sanctions against Tehran should be lifted become.

However, former US President Donald Trump got out of the deal in 2018 and instead imposed draconian new sanctions. Since 2019, Iran has also withdrawn step by step from the agreement and violated the agreements contained therein, for example by increasing uranium enrichment and uranium metal production.

Trump’s sanctions plunged the oil-rich country into the worst economic crisis in its history. The new US administration is ready to return to the negotiating table, said the security advisor in the White House, Jake Sullivan. Iran’s foreign minister was initially unimpressed: “Biden says that Trump’s policy of maximum pressure has failed at best. But he pursues the same policy, he has not changed anything. The problem in the US is no matter what government you are under downright addicted to sanctions, pressure and tyranny, “says Sarif.
