It is a change of course in the international policy of the United States. While Donald Trump was a follower of the frontal conflict with Iran, with the culmination of a series of restrictions and especially the withdrawal of the Americans from the framework of the Iranian nuclear agreement, the Biden administration intends to resume a dialogue diplomatic.
“The United States accepts an invitation from the high representative of the European Union to a meeting of the P5 + 1 [un groupe rassemblant Etats-Unis, Allemagne, Chine, France, Royaume-Uni et Russie] and Iran to discuss the best way forward regarding Iran’s nuclear program ” Ned Price, spokesperson for the State Department, announced on February 18. An announcement that follows a virtual meeting of the heads of diplomacy of France, Great Britain, Germany and, therefore, the United States.
Even more, in a letter to the United Nations Security Council, Richard Mills, acting American ambassador to the UN, indicated the cancellation of the unilateral proclamation of the Trump administration last September. In short, it was the sanctions targeting Tehran which, like in Venezuela or Cuba, condemned the people of these countries to the throes of poverty and precariousness.
However, this partial reversal of American international policy is in no way motivated by pacifist inclinations.
On the one hand, it is a clear response to Iranian threats to restrict the inspection possibilities of the International Atomic Energy Agency on its territory. Washington’s “gestures” are therefore clearly conditioned on failure to execute this threat. Tehran is thus called upon to assess “The consequences of such a serious measure, in particular in this moment of opportunity for a return to diplomacy” by France, Germany, Great Britain and the United States. A thinly veiled threat.
On the other hand, it is clear that this strategic change of course is embedded in the plan to return to neoliberal multilateralism on the part of the Biden administration. This explains why these American proposals, even if Tehran backs down, are not synonymous with a return to diplomacy, much less a lifting of all the sanctions taken against Iran. In itself, this repositioning poses a wider series of questions concerning the Middle East, and it will be essential to see the geopolitical readjustments that will result from it, in particular in the relations USA / EU / Saudi Arabia, the main regional power opposed to the ‘Iran in the region. As Ana Rivera and Jimena Vergara explained in the article Biden v Trump: an election full of uncertainties for US imperialism, “The two traditional parties are preparing for greater tensions with China and to attempt to reestablish American hegemony in the world. Whether led by Biden or Trump, the sanctions will continue against countries like Venezuela, Iran and Cuba that refuse to submit to the plans devised by US imperialism. The strategic alliance with Israel will continue. American troops will remain in the Middle East. Mexico and the rest of Latin America will experience the same extreme oppression. Whether it be through a return to neoliberal multilateralism or Trump’s America First approach, the decline of the empire will hurt the masses of the oppressed countries. “
In this context, the only certainty lies in the fact that the main European imperialist powers and the United States are seeking to reposition themselves in the Middle East, seeking to avoid for the time being a frontal (and potentially military) confrontation with Iran. to consolidate their positions in the region, and thus preserve their interests. From this point of view, the American announcements, far from the proclaimed enthusiasm of the bourgeois media, are not in themselves good news for the populations of the Middle East, because they aim to maintain the presence of these powers on the ground. This is why it is essential to demand the lifting of all sanctions and the immediate withdrawal of imperialist troops from the Middle East, and to show unconditional support for the popular movements which are shaking the region!
